Article 14

Public health responses must not be compromised by research. In particular, any involvement of clinical staff in research should not have a detrimental impact upon patient care.

Access to potential research participants often involves liaison with clinical staff; some clinical staff also have dual roles, both research and care-related. During pandemics, clinical staff face significant challenges which may make contributing to research difficult. This must be taken into account by researchers who must not compromise public health responses to the pandemic.

Prof. Eugenijus Gefenas

Dr. Eugenijus Gefenas is a professor and director of the Centre for Health Ethics, Law and History at the Medical Faculty of Vilnius University. In 2021 he was elected as a chair of European network of research ethics committees (EUREC). His recent academic activities include projects related to research integrity and ethics, focusing on research with biological materials and personal data as well as ethical and legal implications of changing regulatory regimes of clinical drug trials and health data research.
